Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in Kihei on the island of Maui. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. MONTHLY SALARY RANGE: $12,500 - $16,500/Mon. DUTIES: Serves as the PDC lead advisor to the Executive Director, senior manager in charge, subject matter expert (SME), area specialist, and technical lead for the Global Services portfolio. Helps define and manage the Disaster Services, Hazard Curation, Response, Exercise, and Liaison teams. Directs related projects and project teams supporting the development of PDC-wide organizational plans and programs. In coordination with other members of the PDC Executive Management Team (EMT), is responsible for the integration and coordination of PDC strategic areas. Responsible for the design, scope and execution of projects and project components related to the application and integration of disaster management principles and practices. Defines strategies for and oversees disaster management related information product development and dissemination to the appropriate audiences, including those generated for public consumption through web, social media, and other channels. Coordinates the integration of disaster management based methods and strategies into PDC products and services. Responsible for working directly with clients and partners to understand requirements and help meet challenges associated with effective disaster management and jurisdictional resilience. Contributes substantially to the development and implementation of Center plans, programs and associated reporting. Develops and maintains beneficial relationships and standing within academic and professional communities. Serves as the PDC SME on Disaster Management and Humanitarian Assistance/Disaster Relief (HA/DR), and is responsible for program development and sustainment to include resource planning and technical execution at all levels. Directs a diverse Disaster Services team of highly qualified professionals to meet program and project requirements. Works closely with the Project Managers to ensure the quality of the products and applications. PRIMARY QUALIFICATIONS: EDUCATION Master’s Degree from an accredited college or university in an applied science field with a research focus on International Disaster Management (geography, public policy, public health, etc.). EXPERIENCE Ten to twelve (10-12) years of increasingly progressively responsible experience in senior disaster management roles, including five to seven (5-7) years of direct operational experience and three to five (3-5) years in a supervisory capacity. Extensive experience working with civilian emergency management organizations, national and international military organizations, volunteer organizations active in disaster management and regional disaster management organizations. Operational experience managing Emergency Operations Centers (EOC) during response operations. KNOWLEDGE Expert knowledge and direct experience in the field of disaster management. Expert knowledge in developing strategic and tactical disaster management plans at multiple jurisdictional levels (local, state/province, national, regional). SME in the principles of Disaster Management including Comprehensive Disaster Management, Incident Command System, Integrated All-hazard Response, and Recovery Planning. Strong knowledge and understanding of Geographic Information System (GIS) and the application to Disaster Management Practitioners, how to conduct and apply risk and vulnerability assessments, and the role of civil and military organizations. ABILITIES & SKILLS Strong professional leadership ability and excellent written and oral communications skills . Expert customer relations and communication skills. Ability to effectively communicate complex topics and ideas in ways to meet diverse audiences. Strong computer skills including use of GIS, word-processing, database, spreadsheet software, and the internet. Strong attention to detail and ability to meet numerous deadlines.
