FLSA STATUS: Exempt TENTATIVE INTERVIEW DATE: TBD Introduction to the Opportunity The City of Stockton’s Office of Violence Prevention (OVP) is seeking a dynamic and experienced leader to serve as Program Manager II for the REDIRECT Project, a transformative initiative focused on diversion, behavioral health support, and reentry services for justice-involved youth and adults. The REDIRECT program brings together community organizations, behavioral health providers, justice system partners, and outreach professionals to address the root causes of violence and justice involvement. The Program Manager will play a critical role in launching and building the program from the ground up, establishing operational systems, coordinating cross-sector partnerships, and ensuring that services reach individuals most at risk of continued justice involvement. This position is ideal for a leader who thrives in complex environments and brings both strategic vision and operational discipline. The successful candidate will demonstrate strong collaboration skills and a deep commitment to working with the community’s most vulnerable populations. This position is grant-funded through the California Proposition 47 Grant Program and supports implementation of the REDIRECT initiative. Continued employment is contingent upon ongoing grant funding and program needs. The Program Manager will oversee program implementation, performance reporting, staff supervision, and coordination with partner agencies to ensure the program achieves its intended outcomes of reducing recidivism and improving participants' stability. Strong candidates will demonstrate Proven experience building or launching programs from the ground up, to include crisis response programs Experience working within or alongside juvenile justice or criminal justice systems Leadership experience supervising multidisciplinary teams Ability to operate independently while managing complex initiatives Strong collaboration skills working with courts, behavioral health providers, community organizations, and justice partners Experience serving high-risk or justice-involved populations Strong grant management, reporting, and program evaluation skills This is a full-time, At-Will (Unclassified/Unrepresented), limited, grant-funded position ending June 30, 2029 . Under direction, plans, organizes, and administers specialized City programs and projects; directs and coordinates the work of assigned professional and support staff; performs related work as assigned. CLASS CHARACTERISTICS Program Manager II is the senior level supervisory classification responsible for, in addition to the above, policy development and program planning and implementation with Citywide implications. These classes are distinguished from the general administrative support classes in that the duties relate specifically to administration of specialized programs. PRINCIPAL DUTIES (Illustrative Only) Assists in the development and implementation of goals, objectives, policies, and procedures. Plans, organizes, supervises, and coordinates the implementation of programs and projects. Supervises staff, planning, assigning, reviewing, and evaluating work; participates in the selection of staff and provides for their training and professional development. Prepares a variety of periodic progress and special reports related to programs and activities. May serve as a member or secretary to a variety of committees and commissions. Assists in preparing recommendations for annual grant and program budgets; provides input for and prepares various grant applications and annual performance reports of activities. Provides staff leadership and technical assistance to citizen advisory committees, task forces, commissions or boards; confers with and provides professional assistance to City departments in areas of responsibility.
