South Coast Horizons 320 Central Avenue, Suite 201 Coos Bay, Oregon 97420 Phone 541-267-6595 FAX 541-267-6655 Job Description:Program Manager Reports to:Program Oversight and Executive Director Supervises:Program Assistant, Direct Support Professionals (DSP) and Clients Summary of Position:Working under the direction of the Program Oversight and Executive Director the Program Manager has the day-to-day managerial responsibility for the assigned programs.This is an hourly position with overtime options.Essential Job Functions:1.Meets and maintains the requirements outlined in the South Coast Horizons Offer of Employment.2.Follows and implements the policies and procedures of South Coast Horizons.3.Participates in manager meetings to assist in setting the program goals, objectives and evaluations.4.Monitors all aspects of program operation and client support services.5.Supervises, trains and evaluates staff, providing re-training or disciplinary procedures as necessary.6.Participates in recruiting, interviewing and training new staff.7.Reviews and verifies the accuracy of time sheets and staff mileage forms.8.Accessible by cell phone for emergency purposes as assigned and provides responsible support, documentation and follow-up in a timely manner.9.Schedules staff (DSPs) to ensure adequate client supervision and support.10.Establishes and maintains a professional relationship with DSPs, Case Managers and others providing services to clients or South Coast Horizons.11.Knowledgeable of staff duties and job descriptions, South Coast Horizons policies, OARs (Oregon Administrative Rules) and all applicable rules and standards of other pertinent regulatory agencies.12.Maintains up-to-date personnel, client and program records including the accounting of client and program funds, training and activity records, and medical and health supports.13.Develops and coordinates the implementation of clients' Individual Service Plans (ISPs) and any amendments or other needed support services and documentation.14.Develops and coordinates clients' activities and support service schedules.15.Assures monthly safety inspections, safety committee meetings and evacuation drills are conducted monthly according to OAR requirements.16.Assures that program and client supplies are purchased in a timely manner, maintained in adequate supply, and stored in a safe and sanitary manner.17.Maintains professional confidentiality of personnel, client, program and company information.18.Maintains current First Aid/CPR certification.19.Maintains current OIS (Oregon Intervention System) certification.20.This position requires driving to multiple locations within Coos Bay and North Bend and driving is a requirement.To qualify you must have a valid Oregon driver's license, be over the age of 21, proof of current insurance, have a clean driving record and pass a full drug screening including THC.21.Other duties as assigned.Preferred Skills:The essential functions of this position are enhanced by the following skills:The ability to use a computer for word-processing, basic spreadsheet accounting and forms development.The ability to establish and maintain an accessible and up-to-date filing system of client, personnel and program information.The ability and clearance to drive program vehicles.Previously demonstrated managerial skills.The ability to read and research related technical materials and to write clear plans and proposals.Medical knowledge and the ability to work directly with RN on nursing care plans.Non-Essential Job Functions:Perform other duties as necessary to support and further the essential job functions.You may be assigned to any South Coast Horizons program or combination of programs.Working Conditions:Work will occur at the residential sites, corporate office, day activity center and throughout the community.From time-to-time the individual in this position may be obliged to provide direct care to clients or to provide adequate shift coverage in an emergency situation.Consequently, the Program Manager must be able to provide any necessary DSP skills summarized as follows:assist residents in personal activities including eating, toileting, bathing, etc.; transfer residents to and from wheelchairs, beds, chairs, toilets, etc.; administer prescribed medications; and assist in the preparation of meals and with feeding of the residents.Other Desirable Job Qualifications:Previous managerial experience in the field of developmental disabilities services or medical field, and the ability to interact and relate to clients, staff, managers, administrators and others with professionalism, respect and dignity are very desirable.South Coast Horizons is an equal opportunity employer that is committed to diversity and inclusion in the workplace.We prohibit discrimination and harassment of any kind based on race, color, sex, religion, sexual orientation, national origin, disability, genetic information, pregnancy, or any other protected charact
