Job Title: Program Manager Location: Washington, DC Type: Contract To Hire Responsibilities Lead the FMS-NG OM&E program, ensuring delivery of operational support, enhancements, and stakeholder alignment Act as primary interface with OCFO, OCIO, and COR Track SLA/KPI performance, report on progress, escalate issues, and plan Agile releases Oversee change control processes, backlog prioritization, and ensure compliance with FISMA, FISCAM, and audit standards Drive continuous improvement and innovative solutions across financial operations Coordinate with infrastructure teams, Oracle vendors, and interface partners Align activities with business cycles including month-end and year-end close Support roadmap planning and execution of contract performance Requirements Minimum of 15+ years experience in program management, preferably with Federal Financial Systems Required: Bachelor’s degree in CS, IT, Finance, or related; PMP certification Desired: Master’s degree and experience with Federal Financial Management (GL, AP, AR, Loans) Proficiency with Agile/SAFe, Jira, Subversion Understanding of Oracle EBS Financials Experience with SLA/KPI reporting and stakeholder management Knowledge of federal financial systems and compliance standards (FISMA, FISCAM) System One, and its subsidiaries including Joulé and Mountain Ltd., are leaders in delivering outsourced services and workforce solutions across North America.
