Job Description This is not a remote position. Hours are 8:00 a.m. to 4:30 p.m. Monday through Friday at DPS headquarters in Des Moines. The Department of Public Safety (DPS) is seeking a dedicated staff member to work as a Program Planner 3, specializing in accreditations and policy/procedure management. DPS is comprised of the following divisions: Iowa State Patrol Iowa Division of Criminal Investigation (DCI) Iowa Division of Narcotics Enforcement Iowa State Fire Marshal Division of Professional Development and Support Services Division of Intelligence and Fusion Center Administrative Services Division Job Description The Program Planner 3 with the Division of Professional Development and Support Services will oversee the accreditation and policy/procedure management for various critical programs for the Department of Public Safety. Function as the manager and subject matter expert for the Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation and policy management. Lead the DPS Point of Contact team through the evaluation and review of policies and procedures to ensure statutory changes, legal updates, and law enforcement best practices are incorporated into policy revisions and meet accreditation standards. To ensure compliance, this position will apply CALEA standards to written agency directives through development and administration of department policies in accordance with Iowa law and administrative rules. Plan and conduct research on accreditation projects, apply critical thinking to evaluate data on complex issues and provide specific recommendations to drive operational changes. Review and research policy, survey law enforcement, and solicit input from subject matter expert to revise departmental policies and procedures. Conduct annual analyses of reports to provide specific policy and procedure recommendations to ensure compliance with CALEA accreditation standards and law enforcement best practices. Analyze and identify law enforcement industry changes and trends to evaluate the impact on department’s ability to meet compliance standards. Coordinate the accreditation process and adherence to CALEA standards to maintain ongoing compliance, monitor deadlines, oversee annual compliance reviews and facilitate on-site CALEA compliance assessments. Implement accreditation training for department personnel. Disseminate information and interpretation of directives and policies to agency personnel. Develop and maintain routine contact with CALEA Regional Program Manager. Attend meetings, participate in conference calls and represent the Department of Public Safety at CALEA conferences. Act as DPS liaison to local, county, and state coalitions and agencies involved in the accreditation process. Function as the Master Administrator for the PowerDMS software platform which is the central repository for much of the policy and procedures documentation for the Department of Public Safety. Ensure all records are updated, accessed, maintained, and contained in the PowerDMS platform accurately. Additional Requirements Candidates must successfully pass a comprehensive background investigation conducted by the Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.
