Position Description About Harris County Housing & Community Development:Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County.Our services include spurring community investment through the provision of home-buying programs, partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building.Project Coordinator Overview:Under moderate supervision, the project coordinator will assist the compliance manager in managing the construction activities for the Office of Transit Services to ensure compliance with federal, state, and county guidelines, procedures, and regulations.Individuals in this position will be responsible for reviewing project plans, tracking progress, coordinating project activities, managing documentation, reporting, and communicating updates.The project coordinator must possess strong organization, communication, and coordination skills to facilitate effective project management and ensure successful project outcomes.Duties & Responsibilities:Conducts on-site meetings, ensures contractors promptly submit invoices and required documents for close-out at each pay point, verifies that documents are complete and accurate, and resolves conflicts with minimal supervision.Reviews plans, scope, specifications, and cost estimates for proposed single-family construction projects, while monitoring the budgets of each assigned project.Confers with sub-recipients and their representatives to track project implementation and correct deficiencies.Monitors contractors and subcontractors during ongoing construction to ensure compliance with contract documents, conducts follow-up inspections, issues reports and findings, and provides status updates to vendors throughout the construction process.Assists in preparing bid documents, conducts pre-bid, pre-construction conferences, bid openings, and evaluation bids, and submits contract award recommendations and renewals.Reviews, approves, and provides recommendations for contractors', engineers', and other agencies' pay requests, change orders, and contractor submittals.Prepares weekly reports on consultants' contracts, reviews all third-party reports, and prepares daily reports and responses.In addition, reports on deficiencies, recommends appropriate actions, and coordinates with developers, architects, engineers, contractors, and other agencies.Maintains knowledge of new materials, construction methods, and Federal Transit Authority, federal, state, and county requirements.Other duties as assigned.This Job Description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee for this position.Management may, at its discretion, assign, or reassign duties and responsibilities to this job at any time.Harris County is an Equal Opportunity Employer https://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspx If you need special services or accommodations, please call (713) 274-5445 or email ADACoordinator@bmd.hctx.net.This position is subject to a criminal history check.Only relevant convictions will be considered and, even when considered, may not automatically disqualify the candidate.Requirements Education & Experience:Bachelor's degree in business administration, public administration, or construction management, or related field Two (2) years of experience in construction, customer service, project management, OR OR:Associate degree in business, government, or related field Three (3) years of experience in construction, customer service, project management, OR OR:High school diploma or equivalent Five (5) years of experience in business, government, or related field in construction, customer service, or project management.WITH:Experience working with construction vendors.Licensure:Valid Driver's License (Texas upon hire) Knowledge, Skills & Abilities:Knowledge of federal, state, and local laws/regulations pertaining to procurement, wage rates, contract administration, bid documents, and related matters.Knowledge of construction methods, technologies, and worksite safety practices.Knowledge of project management and scheduling methods.Excellent verbal and written communication skills.Ability to manage multiple projects simultaneously with attention to quality.Ability to interpret technical drawings and contracts and write technical material clearly and concisely.Ability to be adaptable in response to change and stay productive when project priorities shift.Ability to communicate with transparency by being open, honest, and direct when delivering information.NOTE:Qualifying education, experience, knowledge and skills must be documented on your job application.You may attach a resume to the application as supporting documentation but ONLY information stated on the application will
