Job Description Project Manager (EMS Implementation & JBoss Oversight) Role Overview We are seeking an experienced Project Manager to lead a high-visibility Election Management System (EMS) implementation while concurrently overseeing a JBoss refactoring initiative . This role requires strong execution skills, cross-functional coordination, and the ability to manage aggressive timelines in a mission-critical environment. The ideal candidate will bring a balance of delivery excellence, stakeholder management, and structured project governance , with experience managing complex IT implementations. Location & Work Model Location: Oakland, CA Work Model: Hybrid 3 days onsite Onsite Locations: ITD Office (Primary) ROV Office (Oakland ~0.5 miles from HQ) Project Scope & Timeline Primary Focus: EMS Implementation (April August | 90 120 business days) Secondary Project: JBoss Refactoring Oversight (May November | ~6 months) Priority Skill: EMS / System Implementation experience Key Responsibilities Project Delivery & Execution Lead end-to-end delivery of the EMS implementation within aggressive timelines Develop and manage detailed project plans, schedules, and milestones Ensure alignment across business, IT, and vendor teams Stakeholder & Communication Management Provide executive-level status reporting and presentations Coordinate with election leadership, IT teams, and external vendors Translate business requirements into actionable project tasks Program Oversight (JBoss Refactoring) Oversee 2 3 contractors working on JBoss refactoring Focus on timeline, milestones, and coordination (not deep technical ownership) Ensure deliverables align with overall program objectives Risk, Budget & Governance Track risks, dependencies, and issue logs proactively Monitor budget impacts and resource utilization (not full P&L ownership) Ensure adherence to QA, testing cycles, and change control processes Operational Readiness Drive system validation, testing, and cutover planning Ensure documentation and audit readiness for a regulated environment Maintain compliance with time-sensitive election-related milestones Required Qualifications 5 8+ years of experience managing complex IT projects / system implementations Strong understanding of SDLC (Waterfall, Agile, or Hybrid) Experience managing cross-functional teams and vendors Hands-on experience with project tools (Jira, MS Project, Trello, etc.) Ability to manage multiple workstreams under tight deadlines Excellent communication skills (technical + business stakeholders) Preferred Qualifications Experience in County/Public Sector environments (Highly preferred) Exposure to Government / Election systems (Nice to have) Familiarity with Java/JBoss environments (Nice to have, not mandatory) PMP, PMI-ACP, or similar certification Recruiter Intake Deliverables / Expectations Detailed project plans and execution roadmap Weekly status reports and executive dashboards Risk & issue logs with mitigation strategies Coordination of EMS implementation milestones Oversight of JBoss refactoring activities Documentation for operational readiness and audit compliance
