Job Description
JOB Purpose of JobEnforcement of the City of Springfield’s adopted property maintenance code and zoning ordinance through inspection, investigation, and compliance actions.Essential Job DutiesConduct field inspections of residential and commercial properties to identify potential code violations. Investigate citizen complaints and other referrals to determine compliance with applicable codes and ordinances. Document violations through accurate field notes, reports, and photographic evidence.Communicate findings and required corrective actions to property owners, tenants, and business operators in both verbal and written form. Coordinate and monitor compliance efforts with responsible parties to ensure timely correction of violations. Prepare, issue, and track official notices, orders, and related enforcement correspondence.Maintain accurate, organized, and complete records of inspections, enforcement actions, and case activity. Apply enforcement procedures, including issuance of citations and preparation of cases for city court when necessary.Other Job DutiesRepresent the city in court proceedings and administrative enforcement hearings as required.Perform other related duties as assigned.Primary Job ChallengesExercising independent judgment and discretion in enforcing codes professionally with firmness, fairness, and consistency. Managing a high-volume caseload of property maintenance violations, ensuring accurate tracking, and compliance with deadlines.Maintain job knowledge and technical competency through required training, certifications, and professional development.Equipment OperatedCell phone, computer and/or tablet with applicable software; other standard office equipment including copier, printer, calculator, audio visual equipment, etc.Automobile for site inspections.Key Competencies RequiredKnowledge of municipal codes, zoning regulations, and applicable state laws relevant to property maintenance enforcement. Ability to interpret and apply regulations consistently in field and administrative settings. Strong written and verbal communication skills, including the ability to prepare clear and accurate reports. Ability to manage conflict professionally and enforce regulations with fairness and consistency. Sound decision-making skills in applying policies, procedures, and code requirements. Self-directed work style with the ability to perform duties independently with minimal supervision. Ability to establish and maintain effective working relationships with coworkers, property owners, and members of the public.Physical Demands and Work EnvironmentWork is performed in both office and outdoor environments under varying weather conditions.Requires regular sitting, standing, walking, stooping, and lifting light objects (generally less than 25 pounds).QualificationsEducation and Experience: High school diploma or GED required. One (1) year experience in code enforcement or closely related field ensuring compliance with municipal, county, state or federal laws and codes pertaining to zoning, health, sanitation, building, licensing, criminal justice, or closely related field; or a combination of education and experience equivalent to the required knowledge and abilities.Required Certifications/Licenses: Must possess a valid Class D driver license issued by the State of Tennessee. Must possess an ICC certification for International Property Maintenance and Housing Inspector or obtain both certifications within the first twelve (12) months of the date of employment. Must pass a physical examination based on the essential functions of the position, given by the City of Springfield’s designated physician.
