Job Summary The City of Virginia Beach is seeking a proactive and analytical Risk Management Analyst to support enterprise‑wide risk identification, assessment, and mitigation efforts. This role focuses on operational, strategic, compliance, safety, and organizational risks that impact city services, employees, infrastructure, and community operations. The ideal candidate is detail‑oriented, collaborative, and committed to strengthening the city’s resilience through structured risk analysis, cross‑department coordination, and continuous improvement. Responsibilities Enterprise & Operational Risk Assessment Conduct risk assessments across city departments to identify operational, strategic, safety, and compliance risks. Analyze incident data, operational reports, and trends to identify vulnerabilities and recommend mitigation strategies. Evaluate the effectiveness of existing controls and propose improvements to reduce exposure. Support development of risk registers, heat maps, and risk‑tracking tools. Compliance & Policy Support Ensure city operations comply with applicable laws, regulations, and internal policies. Assist in developing and updating risk‑related policies, procedures, and guidelines. Monitor regulatory changes and emerging risks that may impact city operations. Support internal audits, inspections, and compliance reviews. Operational Safety & Loss Prevention Assist with safety programs, training initiatives, and awareness campaigns to reduce workplace incidents. Collaborate with departments to implement corrective actions and risk‑reduction strategies. Participate in investigations of operational incidents to identify root causes and prevention opportunities. Program Support & Stakeholder Engagement Work closely with city departments to identify risk‑reduction opportunities and support mitigation initiatives. Provide guidance and training on risk management practices, tools, and reporting requirements. Serve as a resource for departments seeking assistance with risk‑related issues or compliance questions. Reporting & Documentation Prepare risk reports, dashboards, and presentations for leadership and stakeholders. Maintain accurate documentation of assessments, incidents, mitigation plans, and risk‑related activities. Support performance measurement and continuous improvement efforts. Requirements Must be a US citizen. Bachelor’s degree in Risk Management, Public Administration, Business Administration, Occupational Safety, Emergency Management, or related field; OR 4 or more years of relevant experience in lieu of a degree. 2–4+ years of experience in risk management, compliance, safety, operations analysis, or related fields. Strong analytical and problem-solving skills. Excellent written and verbal communication abilities. Proficiency with Microsoft Office tools and data analysis platforms. Ability to collaborate effectively with diverse stakeholders across city departments. Successful background and drug screening check. Preferred Requirements Experience working in local government, public‑sector operations, or municipal risk management. Knowledge of enterprise risk management (ERM) frameworks and best practices. Experience with safety programs, operational audits, or compliance reviews. Certifications such as ARM, CRM, CERM, or related credentials. Experience with risk‑management software or incident‑tracking systems.
