With nearly 6,000 employees, DEP operates the largest municipal water and wastewater utility in the U.S. About BWT The Bureau of Wastewater Treatment (BWT) operates and maintains critical wastewater infrastructure across all five boroughs, including 14 Wastewater Resource Recovery Facilities, over 90 pumping systems, combined sewer overflow facilities, and more. BWT is undergoing a digital transformation focused on four pillars: SCADA Support and Development, IT Support and Cybersecurity, Asset Management, and Application Development. This transformation aims to modernize operations and improve resilience, efficiency, and data-driven decision-making. Under the supervision of the Section Chief of SCADA Planning and Development, the selected candidate will serve as a SCADA Planning and Development Specialist for BWT wastewater treatment facilities. The specialist will focus on designing, optimizing, and documenting SCADA systems and associated infrastructure, supporting strategic projects, standardization efforts, and system enhancements across BWT facilities. Key Responsibilities include but not limited to: Assist in developing and maintaining BWT's SCADA Master Plan and project roadmap. Support the planning, documentation, and implementation of SCADA system designs and architecture. Collaborate with engineering teams and vendors to scope and develop SCADA/I&C/Automation initiatives. Help standardize naming conventions, design templates, and configuration protocols. Participate in technical review sessions for upcoming SCADA installations and upgrades. Support version control, documentation, and configuration management. Contribute to SCADA development lifecycle including QA, testing, and validation of system updates. Coordinate with BIT to ensure cybersecurity policies are integrated into SCADA designs. Work with plant operations and support teams to ensure systems are scalable and sustainable. Maintain project documentation and track progress against design and implementation benchmarks. Assist in compiling project justifications, business cases, and budget planning materials. IT AUTOMATION AND MONITORING E - 95712 Minimum Qualifications A baccalaureate degree in computer science, engineering or a related field from an accredited college and four years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure; or Eight years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure; Education and/or experience which is equivalent to "1" or "2" above. Preferred Skills Preferred Skills - SCADA Expertise: Strong understanding of SCADA architecture, HMI, PLCs, and telemetry systems. - Network/Cybersecurity: Proficiency in managing SCADA networks and implementing security best practices. PLC & Diagnostics: Ability to program/troubleshoot PLCs and diagnose communication/system issues. System Administration: Experience with Windows Server, virtualization, backups, and imaging. IT/OT Integration: Familiarity with bridging OT field systems and enterprise IT networks. Change Management: Skilled in version control, deployment processes, and documentation. Collaboration: Comfortable working with developers, engineers, and end users to implement system improvements.
