Our ideal candidate will have a bachelor's degree in engineering/construction management or other construction-related field with 10+ years of total professional experience that includes a wide range of experience in field operations and construction means and methods. Direct experience managing construction under LA-area PLAs (LADWP, IBEW, LiUNA, etc.), including pre-job conferences, Letters of Assent, and jurisdictional coordination will be a critical component of this position. This role extends beyond subcontractor management and includes ownership of construction readiness, including material flow, staging strategy, and field verification of bill of materials (BOM) to ensure seamless installation execution. The ideal candidate will also demonstrate success in the following skills and abilities: Essential Duties and Responsibilities Manage construction execution across large-scale, multi-site deployments (1,000+ assets), ensuring production targets and schedule milestones are achieved. Coordinate material logistics including procurement alignment, staging, delivery, and field verification against bill of materials (BOM). Lead pre-job conferences, Letters of Assent execution, and ongoing compliance with Project Labor Agreements (PLA) and union jurisdiction requirements. Monitor installation productivity (units per crew per day), identify bottlenecks, and implement corrective actions to maintain schedule. Serve as the primary construction interface with municipal clients, utilities, and stakeholders, managing escalations and maintaining alignment. Coordinates the contractor onboarding process, including pre-job conferences. Responsible for subcontract administration including the preparation of subcontract agreements. Manage and coordinate multiple union subcontractors, ensuring compliance with collective bargaining agreements. Monitoring and maintaining Project Labor Agreement (PLA) and Master Labor Agreement (MLA) conformance and flow-down requirements with all subcontractors. Schedule, supervise, and coordinate subcontractor activities. Direct construction meetings between subcontractors and Willdan. Collaborate with engineering, procurement, and project controls teams to align construction activities with project objectives. Ensure construction progresses as scheduled. Prepare detailed multi-week schedule based on overall construction schedule. Update overall schedule monthly and multi-week schedule weekly and ensure that schedule is implemented, closely monitored, updated as necessary, and meets the contract performance goals. Ensure construction specifications are adhered to. Act as liaison between subcontractors and engineers to ensure work complies with project requirements. Establish quality control procedures to ensure compliance with contract documents and set safety practices. Mentor junior construction staff and foster a high-performance team environment. Manage project cost control and forecasting systems. Provide monthly cost vs. budget report to project stakeholders. Maintain Construction Management Software in accordance with company guidelines and principles. Travel throughout the greater Los Angeles region as required to construction sites and office locations. Job Requirements / Qualifications Bachelor's degree in engineering/construction management or other construction related field. Valid driver's license. 10+ years of total professional experience that includes a wide range of experience in field operations and construction means and methods. Direct experience working within LA-area union environments (IBEW, LiUNA, LADWP or similar) required. Experience managing public right of way or infrastructure construction projects preferred. Proven experience delivering high-volume construction programs (multi-site, multi-crew deployment environments). Experience with construction management platforms (ex, Procore) and scheduling tools (ex MS Project).
