We are seeking a Senior Project Manager to support public works projects in Los Angeles, CA. The Senior Project Manager will be responsible to lead, deliver, and align master planning and real estate portfolio strategy on behalf of our public works client. The position will require experience in capital and master planning, feasibility, design development, institutional real estate portfolio strategy, and finance. Essential Duties & Responsibilities: Manage consultant teams to deliver complex, strategic master plans and planning projects, including those with community, municipal, and other stakeholder engagement, in close collaboration with Board offices. Research to assess end-user, facility and property improvement needs, constraints, risks, and means of integration of project functions within the framework of ongoing County activities. Collaboration with project shareholders, and both internal and external resources during due diligence, development of scope of work, options development, conceptual cost estimates, and determination of master plan phasing. Effective management of shareholder expectations during project planning, while anticipating concerns and developing associated contingency plans. Produce project status reports, with maintenance of complete and accurate files suitable for audit purposes on all projects. Knowledge & Skills Required: Critical strategic thinker with demonstrated ability to problem solve, unify and align teams toward collaborative solutions, handle detail and complexity, successfully partner with and influence cross-functional partners, and communicate effectively. Ability to fully research, evaluate, and synthesize all aspects of assigned projects including political dynamics and the interrelationships with associated projects in order to provide strategic counsel to decision makers. Strong presentation skills, able to successfully tailor messages to a broad range of audiences including executive staff, community groups and elected officials. Strong analytical and financial skills to synthesize complex and diverse data. Proficient at interpreting and summarizing technical construction documents, leases, and contracts. Strong time management and organization skills; ability to multi-task and prioritize work load daily. End-user service orientation. Proven experience in developing internal partnerships. Ability to support common goals and champion team achievement over individual interests. Proven success interacting with architects, engineers, and diverse consultants (e.g., community outreach, HazMat, cost estimators). Understanding of County, local and regional codes and ordinances that inform building designs. Understanding of workplace metrics and trends which impact space planning at a conceptual level. Understanding of such matters as entitlements, EIRs, finance, and public relation implications of proposed physical plans Required Education and Experience: Bachelor's degree in Architecture, Urban Planning, Real Estate Development, Civil Engineering, Construction Management, Business or related field. A minimum of ten (10) years of experience in facility assessment of department, site, and/or campus operational and service delivery needs to determine physical space requirements, develop planning options, and a recommended master plan to meet operational and service goals of users. A minimum of ten ( 10) years of direct experience and/or oversight of consultants to plan future disposition of existing, vacant, and underutilized buildings. A minimum of ten (10) years of master planning experience for large institutional facilities or large master planned commercial areas or residential communities. A minimum of ten ( 10) years of experience in programming, planning, budgeting, scheduling, prioritization, development, renovation, and adaptive re-use of public agency facilities. A minimum of ten (10) years of complex scope development and assessment of properties for physical attributes, followed by facility recommendations for possible future uses, priorities, and phasing.
