Senior Project Manager Customer: U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA) Opportunity: RFQ1807473 / 693JJ426Q000015 - Low Code Application Development Submission Date: May 12, 2026 at 11:00 AM Eastern Time Contract Start Date: To be completed at time of award / date of award Contract End Date: Base PoC: 14 weeks from award; Options: three 12-month option periods plus potential 6-month extension Work Location: Remote/off-site within CONUS; must be available to report on-site to DOT Headquarters in Washington, DC within one business day if requested Full-Time / Part-Time: Part-time / fractional during Base PoC Estimated Workload: Approx. 20 hrs/week during 14-week PoC; scalable during options Pay Range: $99.17/hr - $102.97/hr Position Summary Leads delivery governance, agile execution, stakeholder coordination, risk management, release planning, quality controls, and FMCSA/DOT communication for the BOAT modernization effort. Primary Responsibilities Serve as primary project leadership resource for the 14-week Proof of Concept and option-period delivery model. Coordinate with FMCSA Product Owner, Project Manager, COR/TPOC, DOT EITSS, ISSM, Privacy, and technical stakeholders. Lead discovery planning, agile ceremonies, sprint/release planning, issue resolution, decision logs, action tracking, and integrated schedule management. Maintain backlog governance, status reporting, risk/issue/dependency tracking, quality controls, and acceptance readiness. Ensure the team produces deliverables that are complete, accurate, submission-ready, and aligned to RFQ/SOO requirements. Support ATO, privacy, security, incident, and compliance coordination as part of the delivery governance model. Required / Preferred Qualifications 10+ years managing federal IT, modernization, low-code, cloud, agile, or DevSecOps projects preferred. Experience managing fixed-price federal delivery with aggressive timelines, stakeholder governance, and formal acceptance criteria. Strong understanding of agile delivery, sprint planning, backlog grooming, release planning, UAT, and quality assurance. Experience coordinating with technical, security, privacy, infrastructure, and business stakeholders. Federal agency experience strongly preferred; DOT/FMCSA, transportation, safety, enforcement, registration, inspections, compliance, or case management experience is a plus. Common RFQ-Inherited Requirements Candidate must support federal-agency delivery expectations, agile/DevSecOps practices, low-code/BOAT modernization, secure handling of Sensitive PII, Privacy Act safeguards, NIST/FISMA/DOT compliance, background/suitability requirements, NDA requirements, and remote/on-site availability requirements described above.
