Job Description
James Scott, LLC is seeking a Senior Requirements / Systems Engineer in support of one of its customers located in Northern VA with a choice of Chantilly or Springfield, VA. This shall be a tremendous opportunity for the selected candidate. The selected engineer shall apply a uniformed approach to design and implementation of systems and various processes. Duties may include Capture and translate mission and customer requirements to transform them into capabilities, testing, and validation of services. Analyze and allocate requirements to systems architecture components and oversee the development, testing, and validation of systems and services. Coordinate the integration of systems and services into enterprise architecture, to include overseeing deployment. OPCON to the Chief Engineer and team to deliver desired outcomes for the customer. Maintain consistency with the Agency’s requirements process and CIO strategy while developing engineering artifacts, requirements documentation, and business cases. Implement solid strategic plans and programs in coordination with senior internal and external stakeholders. Build and maintain collaborative relationships with customer Integrated Program Offices, segments, matrixes - technical offices, other customer acquisition offices, and stakeholders. Perform Interface with the Agency Model-Based Systems Engineering system. Develop and maintain Requirements Traceability Verification Matrix for the program to ensure all requirements are allocated and tested when needed. Allocate strategic level requirements and needs from SOCs, ECDs, CDDs, and Agency OPS, as appropriately deemed. Developing and maintaining program performance measures. Develop and participate in systems engineering projects and committees instituting deep knowledge to appropriate audiences. Ensure and inform management on any potential issues, risks and opportunities immediately. Guide and mentor subordinate Engineers. Use the Joint Architecture Reference Models to analyze and identify potential architectural gaps, leverage existing resources, and assist with invest and divest decisions for the program. Skills and Required Experience Bachelor’s degree in computer science, Information Technology, Engineering, Engineering Management, Management Information Systems, or related STEM degree program, or related equivalent additional experience. Active DoD TS/SCI. Senior-level experience working in a Requirements Engineering field or related field that presents the ability to successfully perform the associated tasks. Ability to coordinate with users and stakeholders to develop Sensor program requirements for new and changing mission needs. Demonstrated experience tracing program and project requirements to the source requirement such as the Joint Architecture Reference Models, and JARM Technical Service Types for analysis. Addition Skills (NOT Required) Knowledge of GEOINT missions and IC. Scrum Master experience. Familiarity with NGA’s Request for Change (RFC) process to validate and assign program requirements to NGA segments. Familiar with agile development, participation in scrums, solution epics dev, lean business cases, program epics, and user stories. Experience using DOORS NextGen to interface with Enterprise Requirement Management. Experience or familiarity with tools such as CONFLUENCE, JIRA, and Tableau for tracking requirements, documents, and backlog progress. Previous experience with NatGeo or similar orgs and program/project work experience.
