Software Developer - Senior Reference: RFQ1807473 / 693JJ426Q000015 - Low Code Application Development Customer: U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA) Location: Primarily off-site / CONUS contractor facility, with ability to report on-site to DOT Headquarters, 1200 New Jersey Ave SE, Washington, DC 20590 within one business day when requested by the Government. Pay Range: $89.77/hr - $93.21/hr Position Overview SMX Services & Consulting, Inc. is recruiting a proposed delivery team for the FMCSA Low Code Application Development opportunity. The selected team will support modernization of FMCSA mission applications using a Business Orchestration and Automation Technologies (BOAT) / low-code platform to improve workflows, data exchange, case handling, registration, inspection, compliance, and enforcement support. Mission Context The base effort is a 14-week Proof of Concept for the Crash Causal Factors Program. The solution must support discovery, user stories, workflow implementation, secure authentication, role-based access, document upload and metadata handling, data integration, external data consumption, reporting, performance optimization, and support for DOT/FMCSA security and ATO/security readiness. Position Summary Serves as the senior technical implementation lead for the BOAT/low-code solution, including architecture, secure workflows, integrations, automation, performance, and release readiness. Primary Responsibilities Lead implementation of BOAT/low-code application components, workflow orchestration, forms, case tracking, role-based access, APIs, integrations, and automation patterns. Design secure solution architecture aligned to DOT/FMCSA environments, MyAccess authentication, Login.gov external access, RBAC, file upload/storage, metadata, and data platform integration. Support DevSecOps delivery practices, CI/CD or platform equivalent release controls, code/configuration quality, automated testing, security scanning support, and deployment readiness. Guide technical decomposition of requirements into buildable components and support sprint demos, UAT, defect remediation, and production optimization. Perform performance testing and application/architecture optimization for major user-facing functions, submissions, data processing, and content rendering. Support ATO evidence, security documentation, control implementation, incident response planning, and technical risk reduction. Required / Preferred Qualifications 8-10+ years of software development, solution architecture, platform implementation, low-code/BOAT, workflow automation, or federal application modernization experience. Experience with cloud-based systems, APIs, secure web applications, role-based access, identity integrations, DevSecOps, testing, and production support. Strong knowledge of agile delivery, system design, data integration, performance optimization, and secure coding/configuration practices. Federal security/ATO experience with FISMA, NIST SP 800-53, Privacy Act, Sensitive PII, or DOT/FMCSA-like environments preferred.
