Description of Job Weekly Hybrid Working Arrangements Minimum 2 days In Office and Maximum 3 days Remote Work About this Unit: The Division of Child Welfare provides a range of leadership, management, and supervisory functions related to the delivery of public child welfare services to children, youth and families across Colorado. The Division provides administrative supervision for all child welfare programs in Colorado’s 64 counties, and delivers technical support, monitoring, program improvement, regulatory oversight and other quality assurance functions. The Specialized Response Team (SRT) within the Division of Child Welfare (DCW) provides enhanced monitoring of county performance and provides organizational support for county child welfare practice when data trends or other reports indicate areas of risk. The SRT, in contrast to other County Intermediaries, focuses on intensive support to address urgent and emerging issues related to county child welfare practice and may provide short-term, specialized intensive assistance to countries in addition to ongoing, county-specific monitoring. This work includes collaboration across DCW, the Office of Children, Aging and Community Services, and other Offices within the Colorado Department of Human Services (CDHS). The team provides support through ongoing interaction, including virtual contact and regular travel, and in-person support to county departments across the state. The SRT unit interacts with the county liaisons and other county-facing staff across CDHS and its partners to further statewide collaboration, ensure an understanding of available supports, and reduces barriers to accessing resources. The SRT coordinates the work of County Intermediaries and supports the work of subject matter experts for consistent communication regarding updates to child welfare regulations, statutes, policy, and practice performance. About this Position: This position develops and implements the division’s processes for supervising and monitoring counties, which is a core function of the division. This position determines when to initiate the county escalation protocol, and designs the appropriate strategies for county performance interventions. This position is the first-level supervisor monitoring county performance escalation and coordinating implementation of county action plans. The work of this position involves directing county intermediaries on what guidance is given to counties regarding new regulations and policies to ensure practice fidelity and consistency. The processes and standard operating procedures developed by this position are also coordinated by this position and applied throughout the division by staff who fulfill the County Intermediary role. This position oversees the county support work of many staff, including but not limited to developing and directly supervising their own team of four dedicated Specialized Response County Intermediary positions. This position is a first-level supervisor for the division’s intensive county intermediary work and a pacesetter that has a unique level of technical expertise of child welfare practice. This position takes action on what to do regarding county performance intervention, which provides direction for further action by other division staff. This position sets the objectives for county action plans that directly impact the county agency’s operations. This position develops the staffing patterns to deploy DCW County Intermediaries and Subject Matter Experts for direct practice supervision of county child welfare activities. This is a lead position for monitoring and supervising county level compliance with state statutes and Code of Colorado Regulations. The position is critical to the success of the division because it establisheswhat processes will be done to address any systemic changes needed within a given county to sustain performance improvements. In addition to developing and supervising county intermediary standard operating work and Volume 1 county corrective action plans, this position is a subject matter expert on county support for the complex issues of the placement of high-acuity youth. This position serves as a placement navigator who coordinates with other division and state agency staff, county departments, and other partner agencies to secure appropriate treatment and placement for youth exhibiting highly-acute unsafe behaviors.
