Senior Contracts Specialist – Federal Construction and Renovation Projects | 5-days onsite in Washington, DC | 1-year contract | $130k - 150k/yr Job Description This position seeks a highly experienced Senior Contracts Specialist to provide expert acquisition and contract management support for construction and remodeling projects within the federal government. The role focuses on planning, developing, executing, and administering construction contracts for a wide range of infrastructure and facilities projects. The Senior Contracts Specialist supports Agency Contracting Officers throughout the full acquisition life cycle, ensuring compliance with the Federal Acquisition Regulation (FAR), Material Management and Acquisition Regulation (MMAR), and applicable agency supplements, while managing complex procurements from pre-award through post-award. Responsibilities Support federal agency clients in planning, developing, executing, and administering construction contracts for infrastructure and facilities renovation projects. Manage all phases of the acquisition life cycle in support of Agency Contracting Officers, including pre-award, award, and post-award activities. Perform comprehensive market research to assist with requirements definition and strategic sourcing for construction and remodeling procurements. Participate in the development of acquisition milestone schedules and ensure alignment with project and program objectives. Analyze cost and price proposals, prepare detailed assessments, and provide recommendations to the client on pricing and negotiation strategies. Prepare and process a wide range of acquisition and contract documents required for technical evaluations of proposals received in response to solicitations. Provide administrative and technical assistance to client personnel in preparing acquisition-related documents, including acquisition plans, Requests for Proposals (RFPs), price evaluation memoranda, selection recommendation reports, agreements, task orders, contracts, and contract modifications. Coordinate contract closeout activities and other related administrative actions in accordance with federal regulations and agency policies. Collect, organize, and analyze contract data for reporting, oversight, and decision-making purposes. Maintain accurate physical and electronic contract records, ensuring that files are complete, current, and audit-ready. Inspect, review, and evaluate contract files to verify adherence to documentation standards and record-keeping requirements. Perform analysis of acquisition policies and procedures and provide recommendations to improve compliance, efficiency, and effectiveness. Assist the client with research and documentation needed to respond to internal and external audits related to acquisition and contract management. Ensure all contracting activities comply with FAR, MMAR, and relevant agency supplements, particularly in the context of construction and renovation projects. Essential Skills Bachelor’s degree. At least 7 years of federal acquisition experience. Prior experience serving in a Federal Government Contract Series position, preferably at the General Schedule (GS) 1102-14 level or equivalent. Extensive knowledge of the Federal Acquisition Regulation (FAR) and/or Material Management and Acquisition Regulation (MMAR), including agency supplements. Demonstrated experience with construction contracting, including both pre-award and post-award functions. Experience providing acquisition services and oversight for large renovation and remodeling projects. Hands-on experience with FAR Part 15 (Contracting by Negotiation). Hands-on experience with FAR Part 36 (Construction and Architect-Engineer Contracts). Strong skills in market research, cost and price analysis, and strategic sourcing within the federal acquisition environment. Ability to prepare, review, and process complex acquisition documentation such as acquisition plans, RFPs, evaluation memoranda, and contract modifications. Proficiency in maintaining and evaluating contract files and records for compliance and audit readiness. Ability to analyze acquisition policies and procedures and provide clear, actionable recommendations. Additional Skills & Qualifications Experience with General Services Administration (GSA) contracts is highly desired. Familiarity with federal construction and facilities-related procurement processes and best practices.
