Job Description
Location: Downtown, San Diego Salary Pay Range: $85-95k Position Summary The Human Resources Manager supports the day-to-day operations of the Human Resources department, with responsibilities spanning onboarding and offboarding, benefits administration, leave management, employee relations, compliance, and HR systems administration. Reporting to the Director of Human Resources, this role plays a key part in delivering HR services and initiatives including training and development, employee engagement, internal communications, and process improvement. This position requires a highly organized and detail-oriented professional with strong interpersonal skills and a people-focused approach. The Human Resources Manager helps foster a positive and inclusive workplace culture while ensuring compliance with all applicable employment laws and company policies. Essential Duties And Responsibilities Assist the Human Resources Director with recruiting efforts, interviewing, and facilitating the hiring process for open positions. Manage applicant tracking processes and maintain recruitment databases. Conduct background checks and reference checks as part of the hiring process. Create and maintain company-wide job descriptions and write job posting advertisements. Coordinate and facilitate new hire onboarding and employee orientation programs. Serve as a point of contact for employees regarding benefits, HR systems, personnel updates, paid time off, employment verifications, workers’ compensation, leave administration, and general HR inquiries. Maintain employee files and records related to hiring, promotions, transfers, and terminations. Conduct exit interviews and compile turnover statistics and reporting. Support HRIS implementations and system enhancements, including recruiting, onboarding, workflow, and performance management modules. Assist with administration of employee benefits programs and annual open enrollment activities. Reconcile monthly benefit invoices and coordinate with vendors and Accounts Payable regarding billing matters. Manage employee leaves of absence and coordinate wage integration processes with Payroll and applicable agencies. Maintain compliance with federal, state, and local employment laws and regulations. Update and manage employee handbook policies and internal HR procedures. Support subpoena responses, litigation requests, and agency audits by producing requested employee data and records. Administer workers’ compensation claims and reporting processes. Participate in employee relations matters, investigations, and disciplinary meetings while maintaining proper documentation. Handle employment-related inquiries from applicants, employees, and managers, escalating complex matters as appropriate. Oversee I-9 compliance and record retention requirements. Manage annual OSHA reporting and compliance initiatives. Track and document required employee trainings including safety, anti-harassment, and workplace violence prevention training. Support strategic HR initiatives related to compensation, talent management, succession planning, employee engagement, organizational development, and wellness programs. Maintain and update the company SharePoint intranet site and employee resource materials. Identify opportunities to streamline, automate, and digitize HR processes and procedures. Create and maintain standard operating procedures for department workflows. Maintain organizational charts and employee directory information. Perform additional duties and special projects as assigned. Qualifications Bachelor’s degree in Human Resources, Business Administration, or a related field required. PHR or SHRM certification strongly preferred. Minimum of 5 years of Human Resources experience required. Experience working with HRIS systems and HR software platforms. Strong knowledge of federal and state employment laws and HR compliance practices. Experience with process automation and digitization initiatives preferred. Experience utilizing SharePoint as an intranet and file repository preferred. Knowledge, Skills, And Abilities Knowledge of employment laws and regulations including ADA, ADEA, FLSA, ACA, ERISA, COBRA, HIPAA, FMLA, CFRA, PDL, OSHA, SDI, and PFL. Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Outlook, Teams, and Visio. Strong organizational and time management skills with the ability to manage multiple priorities. Excellent verbal and written communication skills. Strong attention to detail and accuracy.
