The Health, Safety & Environment (HSE) Manager – Human & Organizational Performance (HOP) is a key leader responsible for driving a strong, sustainable safety culture across our steel manufacturing operations. This role blends strategic leadership with hands-on execution, focusing on advancing HSE systems, reducing risk, and improving operational performance through the application of HOP principles. This position partners closely with plant and operational leadership to translate regulatory requirements, human factors, and day-to-day risks into practical, actionable solutions. The HSE Manager plays a critical role in moving the organization beyond compliance by strengthening safety culture, improving consistency in operations, and supporting frontline teams in identifying and addressing risk. Through data-driven insights, collaboration, and leadership influence, this role helps build a more proactive, learning-focused environment—driving continuous improvement and more reliable performance across high-hazard operations. Key Responsibilities Partner with Plant Managers to provide expert guidance and technical direction to ensure safe and compliant operations Promote a positive safety culture through effective communication, training, and employee engagement initiatives Analyze human performance factors (e.g., decision-making, cognitive biases, behaviors) contributing to safety incidents and identify improvement opportunities Collaborate cross-functionally to design and implement targeted interventions that enhance safety outcomes Assess operational risks related to human error, organizational dynamics, and process gaps; implement mitigation strategies Ensure compliance with all federal, state, local, and corporate HSE regulations and standards Integrate HOP principles into existing HSE systems, processes, and programs Develop and deliver training on human performance, error reduction, and safety leadership across all levels of the organization Primary Duties & Responsibilities Demonstrated reduction in high‑risk exposure through engineered, administrative, and human‑performance controls Quality and effectiveness of system‑focused investigations and learning outcomes Rapid culture shift within 4 years Maturity and consistency of leading indicator performance Regulatory outcomes, including absence of serious violations and enforcement actions Integration of HOP principles into daily management, leadership routines, and operational decision‑making Development of leaders capable of independent, values‑based HSE decision‑making Effectiveness of emergency preparedness, crisis response, and business continuity coordination Qualifications Minimum Requirements Bachelor’s degree in Occupational Health and Safety or Environmental Management/Engineering (or equivalent experience) 6–8 years experience in heavy industrial or high‑hazard manufacturing Deep knowledge of regulatory frameworks and compliance strategy Strong leadership, crisis management, and decision-making skills Demonstrated expertise in HOP, system safety, and risk‑based decision‑making Preferred Qualifications CSP, ASP, or equivalent professional certification Experience leading enterprise or multi‑site HSE initiatives Proven ability to influence senior leaders without direct authority Additional Information The preceding job responsibilities and tasks were designed to indicate the general nature and level of work performed by associates in this job.
