Job Summary The Telecom Network Professional is responsible for delivering design engineering, project planning, and project execution for the Telecommunications Transport Network. This includes inside ‑ plant and outside ‑ plant infrastructure, signaling and communication systems, communication protocols, and the development and maintenance of all related engineering and operational records. Additional responsibilities may be assigned as needed. Job Duties And Responsibilities Provide telecommunications engineering services for new power delivery and power generation sites on a project ‑ by ‑ project basis. These include office buildings, operations centers, power plants, substation control houses, telecom shelters, microwave radio shelters, outdoor equipment cabinets, and other facilities connected through various types of fiber ‑ optic cable and digital microwave links. Design, plan, and execute the deployment of Ciena packet switching network devices to remote sites in support of power delivery and IT initiatives. This includes installing and configuring Ciena 3926 and 5160 platforms, working with Ciena MCP (Navigator), and setting up LSPs and pseudowire circuits. Perform project scoping, cost estimating, engineering design, and execution for new OPGW, ADSS, and underground fiber ‑ optic cable installations. Design and implement new packet transport systems and support existing time ‑ division multiplexed (TDM) communication systems across fiber ‑ optic and digital microwave networks, ensuring solutions meet current and future service requirements. Collaborate with a wide range of internal stakeholders, including Transmission, Relay Design, Grid Operations, Generation, Facilities, and IT. Plan, develop, and deliver detailed engineering packages that guide field technicians through the installation, testing, and commissioning of fiber ‑ optic cable infrastructure, communication systems, and telecom services. Plan and implement infrastructure and system changes following established change ‑ management procedures, create detailed work instructions, and coordinate necessary outage clearances with relevant groups. Create and maintain GIS data, hardware inventories, system designs, and service provisioning records within the Telecom operational support system, Connect Master. Adhere to Telecom Engineering design standards and proactively identify opportunities for improvement, ensuring compliance with key references such as the National Electrical Code (NEC), National Electrical Safety Code (NESC), Telcordia standards, and industry best practices. Work closely with engineers and technicians to develop optimal technical solutions within the scope of each project, identifying cross ‑ system relationships, shared dependencies, and potential impacts beyond the immediate design. Qualifications (Knowledge, Skills And Abilities) Basic or Minimum Requirements Bachelor’s Degree in Electrical or Electronic Engineering, Electrical or Electronic Engineering Technology, a related Networking Engineering/Information Technology) required; Ten or more years’ experience related to job duties; Strong analytical and problem-solving abilities for network design and optimization; Experience creating: Bill of Materials (BOM) Engineering design packages Construction drawings “As built” documentation Ability to manage multiple projects and meet deadlines; Understanding project lifecycle from design to implementation; Skilled in technical reporting, documentation, and client presentations; Strong communication skills for working with cross‑functional teams; Ability to collaborate with construction, field engineers, and vendors; Attention to detail and accuracy in engineering documentation; Ability to adapt to evolving telecom technologies (5G, IoT, fiber expansion, etc.); Candidate must reside within commuting distance to Little Rock prior to starting employment; Must have a high degree of computer literacy
