Job Summary Manages the overall commuter operation on Amtrak’s N.E.C., by ensuring sufficient coaches and Locomotive power is available for train operations. Coordinates with CETC to improve OTP by coordination of trainmeets/conflicts on a day-to-day basis, along with working closely with MTA in providing input on timetables. Provides a leadership role during service disruptions to develop alternate operating plans to recover from the disruption. Essential Functions Daily oversight of 132 commuter trains arriving and departing from Washington, D.C. to include OTP, mechanical problems, passenger related concerns and the overall infrastructure of WT and the N.E.C. Responsible for scheduling daily equipment maintenance cuts with mechanical and Train Directors. Inputting of 57 train consists into MARC’s Back Office Server for I-ETMS (PTC), to include crew, train tonnage, brakes, and length. Creation of a daily equipment manipulation sheet to be disseminated to MTA, mechanical, transportation and train directors. Creation and dissemination of a Daily Operations Report covering the previous day’s business, dictating passenger counts,bike counts, OTP, passenger injuries, delays and I-ETMS events. Creation of a Monthly Report covering the previous month’s business, to include total passenger counts, route miles for equipment, cash sales, FRA hours, customer service concerns, total OTP. Capturing daily OTP and reconciling the data to maximize revenue. Takes a leadership role in service disruptions by scheduling conference calls with internal and external partners. Responsible for achieving high levels of customer satisfaction, maximizing revenue, and controlling costs, through the efficient utilization of equipment resources. Capturing mileage for each unit on each day to create a monthly report of mileage to be reported to the FRA and MTA. Ensure that proper storage is maintained in Baltimore, Md. and Washington, D.C. Provides up to date service concerns to management and state partners via text alerts. Minimum Qualifications Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. Plus 3 years of relevant work experience. Ability to act upon incomplete information in a time-critical environment in order to begin developing andimplementing recovery plans as soon as service disruptions first occur. Demonstrated aptitude for working with and through a diverse work force at all levels of the organization toachieve a common objective (be it business-as-usual train operations or recovery from a major service disruption) Ability to effectively convey information and instruction to field supervision (trainmasters, road foreman,managers of train operations and others) both verbally and in written form. Proficiency using computer applications such as Microsoft Office suite of business software. Excellent written and oral communication skills. Able to work any shift; 24/7; 365 days per year. Preferred Qualifications Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. Plus 5 years of relevant work experience. Prior functional experience in train operations, equipment utilization, field transportation management, manpower utilization, stations/customer service.
