Job Description
Salary range is $81K to $180K with a midpoint of $129K. Total compensation includes project-based premiums that reflect project complexity, political sensitivity, size, and strategic importance. New hires typically receive between minimum and midpoint of the base range, however, we may go higher based on experience, internal equity and market. General Purpose Under the direction of the Deputy Director – Bus, leads, organizes and monitors all aspects of bus transportation functions performed by partner agencies/contracted service provider under the terms of existing Partner Agreements. Acts as Sound Transit's liaison pertaining to all transportation-related issues. Leads and performs a full range of technical roles for assigned project(s) or project area(s); communicates and coordinates work activities among Agency staff/consultants and partner transit agencies as appropriate; reviews and audits the work of partner agency, or partner-contracted agencies, as it pertains to maintenance functions on Agency-owned transit vehicles, or contracted Paratransit services vehicles, and ensures work quality and adherence to established policies and procedures. Essential Functions The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Implements and manages essential activities to ensure the overall operational performance of Stride and ST Express bus services. Monitors, logs, and prepares reports on all aspects of bus operations, including but not limited to missed trips, on-time performance, customer complaints, cleanliness, accident reporting, operator behavior, and other key performance indicators. Develops and leads periodic inspections of onboard service to ensure all aspects of vehicle operations being performed by the CSP and partner agencies are in accordance with contractual requirements. Collects and analyzes data related to the performance of the CSP and partner agencies to establish whether operational performance objectives have been met; quantify performance failures; and identify longer term trends Partners with the CSP and external agencies to address operational issues with special attention given to addressing issues in a team solution-driven manner. Works with ST Service Planning to optimize scheduling and run-cutting. Liaises with the ST Passenger Services team to identify any sources of dissatisfaction or customer complaints. Coordinates with other departments including ST Maintenance, Facilities and Customer Service to resolve issues, schedule specialist services and oversee their work, as needed. Monitor / troubleshoot accuracy of passenger information and work with CSP dispatch, partner agencies, and ST passenger information coordinators for timely passenger information. Coordinates with other departments to deliver special event and bus bridging service. Provides technical support to projects performed by Agency staff, consultants, and contractors within the ST Express Bus and BRT Programs to ensure adherence to quality, budget, and schedules; plan, prioritize, assign, review, and participate in the work of assigned staff; implements schedules and methods for providing assigned services; identify resource needs.
