JOB SUMMARY This position is located in District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Planning and Sustainability Division (PSD). The incumbent of this position will manage the Safe Routes to School and Sidewalk Gap Branch, providing leadership and direction for staff in the development and implementation of both the Safe Routes to School and Sidewalk Gap programs. This includes, but is not limited to, managing overall program structure and scope, resource allocation, contracting and procurement, providing guidance on timing of outreach and implementation, interdepartmental coordination, stakeholder engagement, and leadership briefings. DUTIES AND RESPONSIBILITIES Provides technically authoritative advice and guidance to top level management on complex, controversial, and/or sensitive projects. Develops responses to high level inquiries for information from the agency, District Government officials or others regarding agency reviews and findings the management of transportation systems and facilities issues. Provides a full range of supervisory services for subordinate staff. Makes staff selections, recommends promotions, provides performance rating and standards and necessary training, approves/disapproves leave, initiates necessary disciplinary action, and assigns, adjusts, directs and reviews staff work, as needed. Provides or ensures the provision of staff training necessary to keep staff abreast of the changes in governing and related regulatory, legislative matters, or agency matters which impact the performance of duties. QUALIFICATIONS AND EDUCATION Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience may include: analysis, investigative work preparation of reports, community facilitation presentations, or similar work experience. Prior supervisory/management experience is preferred WORKING CONDITIONS/ENVIRONMENT Work is usually in a controlled environment (250 M St. SE, Washington, DC 20003) and involves some exposure to moderate risk of accidents and requires following basic safety precautions. OTHER SIGNIFICANT FACTS Tour of Duty: Monday- Friday 8:15 AM- 4:45 PM Pay Plan, Series, and Grade: MS-2150-14 Promotion Potential: No Known Promotion Potential Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit: This position is not covered under a collective bargaining unit. Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive . Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure. Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached. Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
