Job Description
One Federal Solution is seeking an experienced IMS/EVM Analyst to provide Integrated Master Schedule (IMS), Earned Value Management (EVM), and Earned Value Management System (EVMS) surveillance and program management support for OPC shipbuilding activities. The selected candidate will support Government leadership by conducting detailed schedule, cost, and performance analysis related to shipbuilding production activities, while assisting with EVMS surveillance, risk management, reporting, and contract compliance efforts. This role requires strong analytical capabilities, knowledge of shipbuilding processes, and experience supporting complex acquisition and program management environments. Surveillance Support Specialist Key Responsibilities Provide IMS, EVM, and EVMS surveillance support for OPC shipbuilding activities Conduct detailed analysis of shipbuilder schedules, mini-networks, milestones, deliverables, critical paths, variance reports, and risk factors impacting production, cost, schedule, and performance objectives Support EVMS surveillance activities, baseline analysis, estimate-at-completion reviews, production surveillance, QA monitoring, physical progress tracking, and contract compliance assessments Maintain and analyze integrated schedules utilizing Microsoft Project, Primavera, SharePoint, and Power BI tools Develop reports, assessments, corrective action recommendations, and management briefings supporting program leadership Support risk management activities, engineering change analysis, production impact assessments, and CDRL reviews Support financial tracking, work breakdown structures, work packages, task books, budget estimates, and earned value reporting processes Participate in shipyard surveillance activities and support Government leadership in monitoring overall OPC production execution Coordinate with Government personnel, contractors, and stakeholders to support program execution and reporting requirements Surveillance Support Specialist Required Qualifications Minimum of five (5) years of experience supporting project management and shipbuilding processes Comprehensive knowledge of shipbuilding processes Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate, and administer EVMS surveillance programs Ability to produce EVM reports, briefs, and presentations using contractor-provided EVM data to forecast and outline current EVM status Proficiency in stand-alone and enterprise versions of Microsoft Project and Primavera scheduling software Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques necessary to: Analyze historical cost and schedule performance Assess contractor EVMS compliance Verify and interpret contractor-developed cost and schedule performance data Project cost and schedule performance trends Isolate disruptive factors and estimate final contract cost Familiarity with DCMA standards and ANSI-EIA 748 guidelines applicable to Integrated Master Schedules and EVMS practices Knowledge of auditing organizations such as DCMA and DCAA, acquisition processes, and contract administration support functions Ability to develop guidance and support EVMS surveillance activities related to the PRO mission Strong analytical, organizational, and communication skills Surveillance Support Specialist Education Requirements Bachelor’s Degree in an engineering field or related technical/business field required Substitution for a Bachelor’s Degree may include: Five or more years of relevant experience in addition to the required minimum years of experience; or EVM certification such as Earned Value Management Professional (EVMP®) or Earned Value Management Director/Earned Value Management Officer (EVMD/EVMO™) Surveillance Support Specialist Security Requirements Secret clearance eligible CAC eligible DHS suitability/background investigation required About One Federal Solution One Federal Solution (OFS) is an innovative Professional Services provider with over 20 years of experience supporting Defense and Civilian agencies.
