POSITION SUMMARY The SELC/EC PM will provide support to the IBCTPL ENG-SES2 Section for System Engineering Life Cycle (SELC), Engineering Change (EC), and Product Line engineering administrative activities. The role supports EC planning, coordination, documentation, and execution from Phase 0 initiation through Phase III fleet deployment in accordance with the Joint Surface Engineering Change Process Guide, CGTO-PG-85-00-900-G, or equivalent guidance. This position requires initiative, sound judgment, and originality in determining how to accomplish tasks. The contractor operates with appreciable latitude in coordinating stakeholders, maintaining EC records, developing project documentation, and presenting solutions that support timely execution. DUTIES Coordinate Integrated Project Teams (IPTs) supporting all phases of Engineering Changes. Assist with System Engineering Technical Reviews (SETRs) for EC development and deployment. Maintain EC project files in accordance with SFLC processes using the SFLC Knowledge Library or applicable IT tools. Develop and update EC scope, schedule, and cost information. Draft Project Management Plans (PMPs) for Product Line Manager approval. Prepare Project Decision Event (PDE) documentation to advance EC projects through required phases. Draft Prototype Packages for Product Line Management review and signature. Coordinate and track EC documents, deliverables, and System Support Plan (SSP) logistics elements. Support engineering administrative actions required to move EC projects from initiation through fleet deployment. Process Message Time Compliance Technical Orders (TCTOs) in accordance with USCG SFLC guidance. Perform additional Product Line engineering administrative tasks as directed by the COR. REQUIRED QUALIFICATIONS 3 to 10 years of relevant experience supporting engineering change management, SELC, project coordination, technical documentation, logistics support, maintenance planning, or federal/military engineering programs. Proficiency with Microsoft PowerPoint, Word, Excel, Project, Office 365, Teams, and SharePoint. Ability to organize technical information, track deliverables, identify issues, and communicate recommendations clearly. Strong coordination, documentation, communication, and attention-to-detail skills. EDUCATION High school diploma or GED. PREFERRED QUALIFICATIONS project management, maintenance management, business administration, or related field. Technical background in shipboard engineering equipment and systems. Experience supporting USCG, Navy, DoW, or federal engineering/logistics programs. Familiarity with SELC, ECs, SETRs, IPTs, PDEs, PMPs, SSPs, TCTOs, SFLC processes, or the SFLC Knowledge Library.
