Job Description
Job Duties/Scope Of Work Support the HAMMER National Programs training and response programs in an advisory capacity and as a technical expert in the development of enhanced response capabilities for the Department of Transportation and Department Energy's Cybersecurity, Energy Security and Emergency Response programs. Assist in strategic planning to address the changing nature of energy and hazardous materials response. Support special projects assigned by its external customers, HAMMER management and DOE clients. Participate in the gathering of lessons learned following energy emergencies, Emergency Support Function (ESF) #12 activations and exercises. Assist in writing After Action Reports including documenting action items and recommendations. Support to identifying programmatic analysis of trends and Energy Response Project Tracking activities for the Cybersecurity Energy Security and Emergency Response Continuous Improvement Program. Design, develop, and conduct energy sector exercises using interactive online platforms and in person delivery methods. Develop and conduct ESF #12 exercises for initial and refresher training by developing objectives, scenarios, and timelines to support training of the ESF#12 team for in-person and online training events. Develop and update CESER Continuity of Operations Plan (COOP) and Devolution procedures. Assist with designing and conducting annual exercises with the CESER COOP and Devolution team. Develop, maintain, and update plans, standard operating procedures, and desktop instructions for the ESF #12 response organization. Support the FEMA National Level Exercise planning utilizing the Homeland Security Exercise Evaluation process requiring interface with multiple federal agencies such as Department of Defense, Army Corp of Engineers, and Federal Emergency Management Agency. Become an active member of the Emergency Support Function #12 team and deploy to support energy emergencies. NOTE: Travel to conduct training and exercises is required. Job task may require being on-call 24/7 to include evenings and weekends. This position may be required to support extended duration assignments away from primary work location. May need to travel outside the local area regularly and for extended durations. Basic Qualifications Bachelor's degree - OR - an equivalent combination of education and experience Ten years of experience in emergency management, training, safety, or a related field. Excellent technical writing skills. Exceptional interpersonal and verbal communication skills, with a track record of effectively collaborating with cross-functional teams and stakeholders.
