Job Description
BLH Technologies, Inc., is seeking a Technical Assistance (TA) Lead to support a federal contract with the U.S. Department of Health and Human Services (HHS). This role will lead the design, implementation, and continuous improvement of a comprehensive training and technical assistance (T&TA) strategy supporting grant programs focused on economic mobility, community development, and services for low-income populations. The TA Lead will provide strategic direction and oversight for all capacity-building activities, ensuring delivery of high-quality, responsive, and data-informed technical assistance to a diverse portfolio of grant recipients. This role requires deep expertise in federal grant programs, strong leadership capabilities, and experience developing scalable T&TA models that address varying levels of organizational capacity across communities. Duties Include But Are Not Limited To Lead development and execution of a comprehensive T&TA strategy and delivery system, including webinars, virtual learning, and resource development. Oversee implementation of the program plan, ensuring alignment with program goals, timelines, and performance metrics. Supervise and coordinate a team of technical assistance providers, consultants, and subject-matter experts, including Senior Technical Advisors. Design and implement tailored technical assistance approaches based on recipient needs, capacity levels, and program requirements. Oversee development of T&TA plans, standards, and processes for identifying recipients in need of support and matching them with appropriate resources. Ensure delivery of high-quality training products, including webinars, toolkits, curricula, and guidance materials. Support planning and execution of program activities, including up to dozens of training products and one-on-one engagements annually. Collaborate with program staff to integrate data analysis and performance insights into T&TA delivery and continuous improvement. Provide leadership in developing best practices, knowledge dissemination strategies, and communities of practice. Contribute to annual grant reviews, monitoring prioritization, and identification of recipients requiring additional support. Ensure all TA activities and deliverables meet federal requirements, including Section 508 accessibility standards. Requirements Master's degree in social work, public administration, public policy, public health, or a related field preferred Experience leading T&TA programs in a federal, state, or grant-funded environment This position is contingent upon contract award and funding. Candidates may be interviewed and selected prior to award; start dates are dependent on contract execution. Work Location: Washington, DC Metro area. May require occasional travel.
