Position Overview: The Training & Development (T&D) Specialist oversees technical training, workforce development, competency assessments, and qualification programs to support operational goals, safety standards, and CBA requirements. This role partners closely with operations, supervisors, union leadership, and HR to develop training pathways, administer assessments, track employee progression, and verify competency requirements for advancement. The position focuses on skilled trade and manufacturing disciplines including welding, machining, NDT, and continuing education programs, requiring strong technical aptitude and experience within industrial, manufacturing, apprenticeship, or skilled trades environments. Primary Responsibilities: Develop, manage, and continuously improve technical training, workforce development, qualification, and apprenticeship programs supporting Tacoma operations. Partner with operations leadership, supervisors, union leadership, and HR to identify skills gaps, support workforce readiness, and align training initiatives with operational priorities and CBA requirements. Create employee training pathways, progression plans, qualification matrices, assessment tools, and training materials focused on welding, machining, NDT, manufacturing operations, and continuing education programs. Administer hands-on assessments, written evaluations, competency verification processes, and On-the-Job Training (OJT) activities to ensure employees meet advancement and qualification requirements. Monitor employee progression, training completion timelines, certification renewals, and qualification expirations while maintaining accurate training and certification records within a digital tracking platform. Develop annual, quarterly, and short-term training schedules and coordinate training activities with operations to minimize production disruptions. Conduct periodic audits of training, certification, and qualification records to ensure compliance with company, customer, safety, and regulatory requirements. Provide coaching, guidance, and support to employees and frontline leaders regarding training expectations, qualification pathways, and workforce development opportunities. Support continuous improvement initiatives related to technical capability, workforce development, training governance, and operational effectiveness. Promote and maintain a safe work environment while supporting all company safety initiatives and performing additional duties or special projects as assigned. Experience: 5+ years of experience in training, workforce development, technical instruction, manufacturing, or heavy industrial environments preferred. Experience with apprenticeship programs, competency-based training, or qualification systems preferred. Hands-on experience in welding, machining, inspection, fabrication, or related industrial trades strongly preferred. Experience working in unionized or government-contracted manufacturing environments preferred. Military technical training experience is a plus. Qualifications: High School Diploma or equivalent required Degree, certification, apprenticeship completion, or equivalent experience in Training & Development, Manufacturing, Skilled Trades, Industrial Technology, Welding, Machining, or related field preferred. Skills and Knowledge: Strong technical aptitude with knowledge of manufacturing, industrial processes, competency frameworks, qualification systems, and adult learning principles. Ability to develop structured training materials, assessments, and learning pathways that support workforce development and operational goals. Strong organizational, documentation, recordkeeping, and multitasking skills with the ability to manage multiple priorities in a fast-paced manufacturing environment. Effective written and verbal communication skills with the ability to build collaborative relationships across all levels of the organization. Strong problem-solving, coaching, facilitation, and employee development skills. Proficient in Microsoft Office Suite, including Excel, Word, and Outlook.
