The City of Fayetteville is currently recruiting for a Transit Compliance Manager to perform a variety of professional duties in support of the Transit Department, including Title VI program coordinator, to ensure nondiscrimination in FAST programs, activities and services; provide information and assistance to employees, contractors, and the general public on policies and procedures in program areas. Perform educational outreach within the community, Transit marketing and advertising, and other related duties. ESSENTIAL DUTIES & RESPONSIBILITIES Maintain current plans and programs to ensure compliance with federal, state and local requirements, to include mandatory updates. Maintain sub-recipient oversight of plans and programs to ensure compliance with federal, state and local requirements; Conduct periodic audits of sub-recipient files, onsite inspections and compliance reviews; ensure sub-recipient awards/contracts are routed through the City’s process to ensure compliance. Coordinate with the City's Purchasing Division to monitor contracts and payments to ensure federal, state and local compliance; investigate and respond to Transit related complaints; report violations and make recommendations for corrective action. Analyze the City’s progress toward goal attainment and advise Transit, the City Manager and City Council on compliance matters. Develop and maintain contract award database; prepare charts and reports summarizing statistics; meet federal, state, local and departmental reporting requirements. Participate in pre-bid meetings, determine contractor compliance and good faith efforts, provide outreach and assistance to vendors, and community organizations to advise of contracting opportunities. Provide guidance to staff to ensure nondiscrimination and participation of all people in Transit programs, activities and services in accordance with federal, state and local regulations. Review, record and process all Transit-related complaints and assist in resolving deficiencies. Conduct periodic reviews of Transit programs and activities and assist staff with correction of problems, practices and policies. Coordinate with the City’s Human Relations Department (designated Equal Employment Opportunity Officer) for compliance, reporting and updates to the EEO program. Develop and present departmental Equal Employment Opportunity training programs including sessions on lawful selection procedures, prohibited conduct, Americans with Disabilities Act, and new hire orientations; research and evaluate training options and materials; interpret departmental policies and procedures. Compile and analyze data on hiring, separations and promotions; participate in recruitment activities; maintain computer reports for employee tracking activities; prepare departmental reports as needed. Compile and prepare monthly operating statistical reports for federal and state authorities; compose, prepare, review and distribute a variety of correspondence, reports and documentation; maintain and update various records and files. Provide information and general assistance to executive staff, other departments, and the public regarding Transit-related policies and procedures. Respond to public inquiries in a courteous manner; provide information within the area of assignment in an efficient and timely manner. MINIMUM QUALIFICATIONS Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience Four years increasingly responsible experience in public administration, business administration, transportation administration, planning or a related field. Experience with federal, state and/or local requirements regarding Small Business Enterprise (SBE), Title VI and EEO is preferred. Training Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, planning, marketing or a related field.
