Job Description
Provides Guidance and Advice to Management 20% Serves as a personnel management expert and provides authoritative related guidance and advice to supervisors, managers, and other representatives of serviced organizations on a wide range of highly complex, unique, and important personnel management issues.Manages the implementation and delivery of Human Resources programs and services.Evaluate Programs 30% Evaluates the effectiveness and efficiency of services and consistency with governing laws, regulations, policies, and management principles.Analyzes and resolves operational issues and problems.Interprets and applies comprehensive understanding of HR laws, rules, and regulations to include OPM Classification Standards and Functional Guides, Title 5 of the Code of Federal Regulations.Prepares Reports 10% Prepares comprehensive human resources management reports.Receives, evaluates, and processes requests and, when necessary, develops specialized reports to meet unique analytical needs.HR Data and Systems 10% Identifies and corrects data discrepancies to ensure the integrity of employee data.Researches system problems in concert with the Chief of the Office's Information Systems and Solutions Division and participates in the resolution of DCPDS or other HR systems issues.Interprets manuals, regulations, instructions, and other materials, as necessary.Researches, develops, and makes recommendations regarding Standard Operating Procedures and HR policies.Evaluates the need to explain the processes, policies, and/or training to staff and agency employees, to include managers and supervisors, as needed.Collateral Duties Performs all other similar/related duties and responsibilities as may be assigned..
