Summary This position is designated as safety-sensitive. As such, a pre-employment physical examination and drug screening are mandatory. The incumbent will also be subject to random drug and alcohol testing throughout the duration of employment. Inspects and approves all new water and sewer lines under construction by developers and assists in surveying, easement acquisition, and construction for compliance with city, state and federal codes, specifications, and standards. Job Duties Assures new water and sewer lines are installed properly, and the proper material has been used by testing lines through pressure tests, air tests, and video tests; verifies all tests after completion and records results. Visits all job sites on a daily basis to assure construction is progressing according to specifications and procedures set forth by the City; initiates stop work orders in the event of non-compliance. Meets with developers and contractors to review plans and specifications prior to construction; meets with all parties during construction to work out problems involving construction. Applies for necessary permits from the Department of Transportation and County to construct water and sewer lines along rights-of-ways; researches deeds and plats necessary to obtain easements required for construction. Ensures developers provide the city with a set of as-built drawings on commercial projects and subdivisions. Assists with land surveying required for planning, design, and construction of water and sewer lines. Keeps an accurate and complete daily log of inspections and observations made; files finished copies of permits, bacteria tests, specification changes, and changes in ordinances. Establishes appointments for inspections each day. Maintains city vehicle, assuring all preventive and routine maintenance is completed. Performs other related duties as required. Employee subject to recall to duty in cases of emergency. Minimum Qualifications Education and Experience: High School Diploma or GED. Associates Degree from an accredited college or university. Four years experience in engineering inspections. Any equivalent combination of education and experience which provides the minimum level of qualifications stated above. Licenses and Certifications: Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR). Knowledge, Skills, and Abilities: Knowledge of the principles, practices, and methods involved in construction and maintenance of water and sewer lines. Knowledge of the laws, statutes and ordinances associated with water and sewer lines. Knowledge of the use of surveying and drafting equipment. Ability to communicate clearly and effectively, both orally and in writing. Ability to read and interpret blueprints, maps and drawings. Ability to compare maps and specifications with construction in progress. Supplemental Information This class specification should not be interpreted as all inclusive. This position qualifies for a 5% certification incentive based upon attainment of a Water Distribution License. This position qualifies for a 5% certification incentive based upon attainment of a Wastewater Collection License. Allows maximum of 10% above grade 21.
