Job Description
JOB The principal function of an employee in this class is to supervise, plan, and direct the operation, maintenance, and repair of the Water Distribution and Wastewater Collection systems. The Utilities Supervisor provides leadership to assigned staff, establishes performance expectations, and ensures compliance with operational guidelines and City policy, while stressing the importance of safe work practices. This employee works under the general direct supervision of the Public Works Director or Deputy Public Works Director as designated by the Public Works Director but is expected to exercise independent judgment and initiative in prioritizing work, responding to emergencies, and managing staff and resources. Work is performed in both office and field environments, with approximately equal time spent on administrative functions (planning, coordination, reporting, and staff management) and field oversight (construction inspection, crew supervision, and operational response). This position may require stooping, pushing, pulling, climbing, working on ladders, and working in enclosed and confined spaces.INFORMATION REGARDING COMPENSATION: The full salary range for the position is $68,500/hr. $93,536/hr.The general hiring range for the role is $68,500/hr. $76,561/hr.The hiring salary will depend on the candidate’s experience, qualifications, and education EXAMPLE OF DUTIES This list is ILLUSTRATIVE only and is not a comprehensive listing of all functions and duties performed by the incumbent of this class. Duties may include, but are not limited to the following: Schedules maintenance and repairs on Water Distribution and Wastewater Collection division vehicles and equipmentAssists in preparation and implementation of the Water Distribution and Wastewater Collection budgetsMonitors departmental spending to ensure compliance with the budget and ensures procurement follows the adopted City Procurement Policy. Participates in short and long-range planning for Water Distribution / Wastewater Collection Divisions maintenance and improvementsMaintains updated mapping of the Water Distribution and Wastewater Collection systemDevelops long-term and short-term maintenance and capital improvement recommendationsCoordinates with engineering staff on capital projects and provides field input on constructability and long-term maintenanceWorks with the Street Supervisor, WTP Supervisor, WWTP Supervisor, and the Building Official to address and resolve daily problems, complaints, and inquiries regarding the Public Works departmentImplements, enforces, and holds staff accountable for compliance with safety programs and safe work practices Provides technical assistance for lift stationsAttends meetings and gives input regarding City policy revisionsSupervises records and reports for Water Distribution and Wastewater Collection Divisions Determines daily work priorities and directs field operations based on system needs and riskAuthorizes routine maintenance and emergency response actions within Council approved budgets and department and/or City policiesEnsures that all necessary supplies, equipment and personnel are available Prepares work schedules and coordinates work activities of direct reports.Recommends policy and operational procedure proposals to the Public Works Director and/or Deputy Public Works DirectorResponds to complaints from the publicLeads or supports field response during emergencies Ensures equipment, building and yard maintenance is performedTroubleshoots operational problems and supervises correctionsMonitors crew performance and ensures accountability for work quality and productivity Assists consulting engineers regarding pertinent projectsReviews Wastewater Collection and Water Distribution construction and repair work for completion and qualityResponsible for managing inspections of all new construction pertaining to Wastewater Collection and Water Distribution to meet required standardsReads and interprets blueprints, job orders, and job specificationsCharges work and supplies to appropriate accountsAssists in the selection of permanent and temporary employees Approves/denies employee leave requests Completes employee performance reviews for direct reports Makes recommendations regarding employee commendations and disciplineAdvises Public Works Director and/or Deputy Public Works Director in a timely manner regarding all Water Distribution and Wastewater Collection operations, emergencies and overall condition of the City’s water and sewer systems Advises Public Works Director and/or Deputy Public Works Director on present and future regulatory requirements relevant to the departmentsProvides appropriate reports to the Public Works Director and/or Deputy Public Works DirectorEnsures compliance with all regulatory agenciesDirects appropriate follow-up and reporting of problems and solutionsEnsures safety standards are presented in training and carr
