Job Description
The Vice President of Enterprise Project Management serves as one of the highest-ranking executives responsible for the company's project management framework and the delivery of major projects. This role holds comprehensive accountability for enterprise-wide project management strategy, project governance systems, and Project Portfolio Management (PPM). By standardizing project management methodologies, strengthening cross-departmental collaboration, and enhancing execution capabilities, this position ensures the high-quality, on-time, and on-budget delivery of the company's strategic and critical business projects, thereby supporting the realization of corporate strategic objectives and organizational scaling. Key Responsibilities I. Enterprise Project Management Strategy and Governance Formulate and implement the company's enterprise-level project management (EPM/PMO) strategy. Establish unified mechanisms for project governance, decision-making, and reporting. Ensure that the project management framework remains highly aligned with corporate strategy, business objectives, and resource planning. II. Project Portfolio and Prioritization Management (PPM) Oversee the management of the company's strategic projects, major investment initiatives, and cross-departmental project portfolios. Evaluate the business value, resource requirements, and risks associated with projects to establish project priorities. Dynamically adjust the project portfolio to ensure optimal resource allocation. III. Delivery of Major Projects and Critical Initiatives Directly supervise and support the delivery of major corporate-level projects and complex initiatives. Coordinate resources across various business units and functional departments to resolve critical project issues. Ensure that projects are delivered in accordance with established targets regarding scope, schedule, cost, and quality. IV. Project Management Methodologies and Capability Building Establish and continuously refine project management methodologies, processes, and tools. Champion the adoption of Agile, Waterfall, or hybrid project management models. Develop and implement systems for project management training, certification, and talent development. V. Performance Management and Data-Driven Project Operations Establish project KPIs, OKRs, and performance evaluation frameworks. Leverage project data and dashboards to provide early risk warnings and support data-driven decision-making. Regularly report on the status of the project portfolio and execution progress to the senior management team and the Board of Directors. VI. Risk, Change, and Compliance Management Identify and manage key project-related risks, interdependencies, and organizational changes. Ensure that projects adhere to corporate governance, financial, and regulatory compliance requirements. Promote post-project reviews (retrospectives) and the capture of lessons learned to build organizational knowledge. VII. Cross-Departmental Collaboration and Executive Communication Collaborate closely with the CEO, CFO, COO, and other business leaders. Foster organizational consensus regarding project priorities and ensure consistency in execution across the company. Serve as a senior-level ambassador for the project management discipline, actively promoting and enhancing the company's project culture. VIII. Team Leadership and Organizational Development Establish and lead an enterprise-level PMO and project management teams; Develop project management talent possessing both strategic insight and execution capabilities; Cultivate a project management culture driven by results, transparency, and accountability. Job Qualifications Educational Background Bachelor's degree or higher in Engineering, Information Technology, Management, or a related field; An MBA or relevant certifications (e.g., PMP, PgMP, SAFe) are preferred. Work Experience 22+ years of experience in project management, portfolio management, or operations management; At least 5 years of experience managing an enterprise-level PMO or large-scale project programs; Proven track record of successfully delivering complex projects across multiple business units and geographic regions.
