Job Description
Job Title: Vice President Project Management I. Position Overview The Vice President of Project Management serves as a core leader within the company’s project management framework and strategic execution operations, bearing comprehensive responsibility for the enterprise-wide project portfolio, the PMO governance system, and the delivery of key strategic projects. Through the establishment of standardized project management processes, the optimization of resource allocation, and the enhancement of cross-departmental collaboration, this role ensures that projects are completed on time, within budget, and to a high standard of quality, while continuously improving the organization's operational efficiency and capacity for strategic implementation. II. Key Responsibilities PMO Strategy and Project Governance System Development Develop enterprise-wide project management and PMO strategies. Establish project governance frameworks and management standards. Drive improvements in project management maturity. Support the effective realization of corporate strategic objectives. Project Portfolio Management Manage key corporate projects and the overall project portfolio. Establish mechanisms for project prioritization and resource allocation. Monitor project Return on Investment (ROI) and business value. Drive the collaborative execution of strategic projects. End-to-End Project Lifecycle Management Oversee the entire project lifecycle, from initiation to delivery. Manage project scope, schedule, budget, and quality. Establish project milestones and delivery mechanisms. Ensure projects are completed on schedule and to high quality standards. Global Project Delivery and Operations Management Manage global or cross-regional project delivery. Optimize cross-regional resource utilization and execution processes. Drive the standardization of global project practices. Enhance the efficiency of international project collaboration. Risk and Change Management Establish an enterprise-wide project risk control system. Manage project changes (Change Management). Identify critical project risks and execution impediments. Facilitate the rapid escalation and resolution of issues. PMO Operations and Performance Analysis Establish project KPIs and a performance evaluation system. Analyze project health and resource utilization rates. Provide project operational reports and insights for senior leadership. Support business decision-making and resource optimization. Cross-Functional Collaboration and Strategic Execution Coordinate teams across Product, R&D, Operations, Sales, and other functions. Manage key stakeholders and facilitate communication with senior leadership. Drive cross-functional collaboration for strategic projects. Enhance organizational execution efficiency and transparency. Project Tools and Digital Transformation Drive the digitalization and automation of PMO processes. Manage project management platforms and tools (e.g., Jira, Microsoft Project). Establish a project data visualization framework. Improve project management efficiency and transparency. III. Qualifications Educational Background Bachelor's degree or higher in Engineering, IT, Business, or a related field. PMP, PRINCE2, PgMP, or Agile certifications are preferred. An MBA is preferred. Work Experience 20+ years of experience in project management. 10+ years of experience in managing large teams. Experience in global project delivery is preferred.
