Job Description
SUMMARY The Water Operator performs a variety of semi-skilled and skilled duties in the operation, monitoring and maintenance of the City's water system including treatment, storage and distribution facilities. Responsibilities include independent collection, analysis and data entry of water samples and readings, using the SCADA system and performing related work as required. The Water Operator also provides backup support for wastewater sampling, analysis, and data entry at the wastewater treatment plant on holidays. Work is performed under the general supervision of the Public Works Internal Operations Manager and in coordination with the Water Quality Supervisor and Water Source Operator. The recruitment may close early to begin the interview process. We encourage candidates to apply right away to be considered. SCHEDULE This is a part-time position scheduled for 7-12 hours per week. The regular schedule is Saturdays, Sundays, and holidays (11 days annually) with occasional weekdays for assignments or training as needed. ESSENTIAL FUNCTIONS Uses computerized Supervisory Control and Data Acquisition (SCADA) system to monitor, record, and evaluate water system operations, identifying abnormal conditions or operational issues and reporting to supervisor. Manually checks elevation and temperature at water storage sites including reservoirs, lakes and streams. Additionally, checks chlorine residuals at reservoirs. Performs routine testing of certain water samples for turbidity, pH, and fluoride concentration and records results, logs readings from various gauges, instruments and meters, cleans testing equipment. Maintains physical security and cleanliness of water storage sites involving inspection of grounds, fences, sheds and roads. Reports needed repairs or concerns to the supervisor. Accurately performs data entry of sample results into a database. Performs other related work as assigned. Respectfully takes direction from Supervisor. Maintains punctual, regular and predictable attendance. Works collaboratively in a team environment with a spirit of cooperation. Follows all safety rules and procedures established for various work areas. Follows policies, procedures, and guidelines as described in the City of Astoria Personnel Manual and other documentation related to this position. KNOWLEDGE, SKILLSABILITIES Knowledge: Some knowledge of water sampling, testing, and laboratory methods. Some knowledge of safety precautions governing use/handling of chlorine and other water treatment and lab chemicals. Skills: Proficient in using computers and Microsoft Office programs (Word, Access, Excel, Outlook) and performing data entry. Strong attention to detail and problem-solving skills. Excellent time management and organization skills. Effective communication skills, including the ability to interact professionally and maintain composure under pressure. Abilities: Ability to properly collect water samples and conduct necessary tests for turbidity and chlorine/fluoride residual and other elements. Ability to take accurate gauge and meter readings and maintain necessary records for water treatment documentation. Ability to learn and effectively use computers, databases and SCADA system to proactively monitor water treatment and distribution system operations. Ability to understand and carry out verbal and written instructions, standard operating procedures (SOPs), and established operational guidelines. Ability to work independently with minimal supervision.
