WATER REPAIR SUPERVISOR DEFINITION:Under direction, supervises and may work with a group of employees engaged in the installation, maintenance, and repair of pipes, valves, pumps, hydrants, and other water service equipment; does other related duties as required.NOTE:The definition and examples of work for this title are for illustrative purposes only.A particular position using this title may not perform all duties listed in this job specification.Conversely, all duties performed on the job may not be listed.EXAMPLES OF WORK:Assists in developing a suitable work program for the operation, construction, maintenance, and repair of the water distribution and transmission system.Assigns work to supervisors and supervises the installation of main line extensions, hydrants, gate valves, and appurtenances.Supervises lower level supervisors and others engaged in the installation, renewal, and repair of consumer's service pipes, meters, and appurtenances.Requisitions required materials and supplies and maintains a proper inventory.Supervises the preparation of clear, accurate, and informative reports.Establishes and maintains needed records and files.Reviews work orders, plans work assignments and schedules, and establishes priorities.Reviews operational reports to resolve problems, ensure minimum costs and prevent delays in completion of projects.Develops and revises standard working procedures and observes workers in order to ensure compliance with standards.Initiates personnel actions and handles other personnel matters.Assigns staff to repair and maintain water pipes, mains, valves, and hydrants and supervises their work.May ensure that the water supply is stopped where needed in work area.May set drilling machines and tap water mains to the size required by placing needed sleeves and properly setting valves.May supervise and help with routine and complex repairs of broken hydrants.May disassemble fire hydrants, remove defective parts, install new parts, and reassemble hydrants.May replace water valves.May operate the air compressor.May direct the opening of streets to locate defective water pipes and mains and the installation of new pipes.May ensure that streets are properly closed after repair work is completed.May ensure that safety precautions are taken by the crew at work and that proper procedures are taken to protect the public from injury which would result from crew repair activities.May obtains, store, safeguard, and supervise the use of equipment, tools, materials, and supplies.May supervise or work with employees engaged in various maintenance and cleaning activities.Keeps routine records of work done, time spent, and materials used.May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.REQUIREMENTS:Experience:Four (4) years of experience in the installation, repair, and maintenance of water mains, pipes, valves, hydrants, and other water service equipment and/or in the operation of water treatment plant apparatus and/or in varied plumbing work.NOTE:Appointees may be required to attend Incident Management training within a specified timeframe as determined by the appointing authority.Such training may include but not be limited to:ICS-700 NIMS, An Introduction ICS-100 Introduction to ICS or equivalent ICS-200 Basic ICS or equivalent LICENSE:Appointees may be required to possess a valid Public Water Distribution License issued by the New Jersey Department of Environmental Protection.The following depicts the various classes and required licenses:W1 - 101 or more connections and less than 1501 people W2 - 1501 to 15000 people W3 - 15001 to 50000 people W4 - 50001 or more people NOTE:Appointees who possess a higher level Water Distribution License than required by the facility are considered qualified.Appointees may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.NOTE:The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority.Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.KNOWLEDGE AND ABILITIES:Knowledge of procedures used in making routine and complex repairs to water mains, pipes, and appurtenances.Knowledge of methods of opening-closing streets and safety precautions relating thereto.Knowledge of varied types of tools used in construction, maintenance, and repair of water department installations, and varied uses of these tools.Knowledge of methods used in keeping routine records.Knowledge of the supervisory techniques.Ability to organize a working crew, give them assignments and instructions, assist them when difficult a
